Social contribution to the development of social and economic development.

Very often social procurement is accomplished through taking social enterprises are embedded into existing supply chains. Social enterprises are social, economic, social and environmental issues.

Social procurement does not negate the need for competitive pricing, quality of service and goods, and environmental issues; it merely adds another value lens into the purchasing consideration.

With this increase ‘demand’ for goods and services with a social value consideration, social enterprises are expanding and increasing their social impact. One key outcome we are experiencing across Canada is that many people with barriers are being employed by social enterprises. That means we are intentionally directing our purchasing to address issues of poverty, homelessness, and social isolation.

The aim of this paper is to provide a framework for identifying and addressing the needs of the social partners.

Social procurement generates a social value of existing purchases

Social provision occurs in a variety of formats and models, but is more frequently achieved through the addition of social value to purchasing and procurement criteria and an agreement on community benefits to initiatives development and infrastructure.

Often, social provision is achieved by ensuring the incorporation of social enterprises into existing supply chains. Social enterprises are organizations that seek to have a social, environmental or cultural impact and that reinvest the majority of their profits towards social initiatives.

Social supply does not deny the need for competitive prices, quality of services and products, or environmental challenges; it simply adds a valuation framework when considering a purchase. Social procurement thus emerges as a tool for government, the private sector and not-for-profit organizations insofar as it will be used to influence their current procurement practices towards a value added result. Indeed, these efforts lead to the replacement of a simple transaction by a contribution towards the creation of healthy communities.

Social enterprises are able to extend and increase their social impact through the increasing demand for services and products of social value. One of the main successes witnessed across Canada is the hiring of people who face barriers imposed by social enterprises. As a result, we intentionally use our purchasing power to identify issues related to poverty, homelessness and social isolation.
